YCM Open University

Maharashtra has a long and rich tradition of educational reforms. Mahatma Jyotiba Phule, Dr. Panjabrao Deshmukh, Dr. Babasaheb Ambedkar, Bhaurao Patil, Swami Ramanand Teerth and other great thinkers and reformers have contributed to educational philosophy and movement in the state. It was therefore appropriate that the state realized the need of an open university, The university was established on 1st July, 1989 through Act XX of 1989 of the Maharashtra State Legislature, justly named after Yashwantrao Chavan, Maharashtra’s great political leader and builder of modern Maharashtra.
Due to statutory powers conferred by an act XX (1989) of Maharashtra state legislature and the recognition by the ‘University Grants Commission of India’, this university is fully empowered to award various academic certifications like certificates, diplomas, and graduate, post-graduate, doctoral degrees. This university also takes all precautions, at all programme stages from ‘Curriculum Design’ to ‘Examination’, to ensure that the standards and quality of, education and examinations are preserved. The curriculum of these programmes is designed for Equivalence, with respective similar academic programmes, offered by other statutory universities of various states.University also provides many different diploma or certificates, which may or may not be equivalent to any other such certificates. These certificates will motivate students for self-study, as their learning efforts will be recognized by the university after short duration. These certificates will be provided only when, student requests for it along with attested photocopies of Mark-Sheets confirming successful completion of the required courses in end examination. No convocation shall be necessary for issue of these certificates.
All architecture graduate and post-graduate programmes are duly recognized and approved by the “Council of Architecture (CoA)”. Hence, after successful completion of the graduate degree programme (that is, B.Arch.), student can register with the “Council of Architecture (CoA)”. Student shall be entitled to practice as an architect after such registration. For all engineering diploma and degree programmes, where equivalence status is not explicitly mentioned, university has already initiated recognition and equivalence procedures, with appropriate authorities like “Board of Technical Education” or “All India Council for Technical Education (AICTE)”. University will publish the results of these recognition and equivalence procedures on the official web site, as and when they are available. All these degree and post-graduate degree programmes are duly recognized and approved by the ‘University Grant Commission (UGC)’. Hence, these programmes are equivalent to the respective programmes offered by any other statutory university in India, for the purpose of employment, promotion and further education. In this respect, the status of this university is at par with all other statutory universities ofIndia.

Distance BEd courses In Kolkata

With 30,000 teachers without a BEd degree, West Bengal carves a sorry picture. Thus, seven state universities have been asked to start BEd courses in distance learning with Netaji Subhas Open University (NSOU) as the nodal university.
Seven universities have been asked to start B.Ed courses in distance learning while Netaji Subhas Open University (NSOU) has been proposed to be made the nodal university.

NSOU is the only state open university and hence the government has decided to entrust it with the duty to supervise the BEd in distance learning courses to be offered by other universities. "All in service teachers do not have a BEd degree. In the existing strength around 30,000 teachers are non trained.
So, the National Council for Teacher Education (NCTE) has made amendment in the existing act and made it mandatory for all schoolteachers to hold a BEd degree. The government needs to impart the training within March 31, 2015. As a result, it is looking for ways to train the teachers and hence the arrangement has been made," said a source who was present in the meeting with education minister Bratya Basu on Monday.
The government has pegged the number of untrained teachers at around 60,000, including a projected figure of 30,000 teachers who will be recruited in the next two years. "Apart from the existing 30,000 teachers, the state government has projected another 30,000 teachers who will be recruited in the next two years till 2014 and may not hold the requisite degree. Thus, combining the existing and future teachers, around 60,000 will have to be trained and awarded a B.Ed degree," said a higher education department official.
To deal with the matter, the government has formed a core committee which will convene a meeting soon. Subhashankar Sarkar, vice-chancellor of NSOU, will be the chairman of the committee. The committee comprises the head of the department of education of 11 different universities, one faculty member from each university, one representative from IGNOU, one from NSOU, one faculty member from each government teacher's training college as well principals and retired teachers. The chairman of the committee is Subhashankar Sarkar, VC of NSOU. A report from time to time will have to be handed over to the government by the committee.
"We will have to procure an NCTE permission, get approval for distance education and chalk out the modalities of implementing the decision," said a source. The entire cost of training 60,000 teachers will be around Rs 24 crore and will be borne by the state government.
Meanwhile, the West Bengal Higher Secondary Council has decided on the dates for holding practical examinations. "Till last year, we specified a date range during which the practicals had to be held. However, this year onwards we have mentioned the exact dates for the exam," said Moloy Roy, joint secretary of the council. He added,
"We have also extended the final date of submitting registration forms to November 30," said Moloy Roy, joint secretary of the council.which earlier was till third week of September."
The council took the decision since last year major trouble broke out after many schools held the practical examinations way ahead or later than the dates mentioned by the council. "The reason why we have been forced to extend the dates for registration is because more than 200 schools have failed to submit registration forms for their students. We are bound to consider their case as it involves the future of students," Roy added.

Madras University Distance Education In INDIA

Madras University Is Most Usefull For Indian Students & all Of Indians. Chennai :  The University of Madras has decided to stop concessions for disabled candidates and prisoners who pursue courses in its Institute of Distance Education (IDE). The fee concessions were introduced by the previous vice-chancellor, G Thiruvasagam.
Academics said the decision is ironical at a time when the state government has prioritized the challenge of improving Gross Enrollment Rate (GER). A senior professor said IDE has been helpful in attracting more students into a variety of undergraduate, postgraduate and professional courses being offered in its distance mode. IDE offers 109 courses with over 100 examination centres in India and abroad.

While disabled students and prisoners have been enjoying a full exemption of tuition fee and special fares in IDE programmes, women candidates, former graduates of the university, defense personnel, teachers and journalists were given 25% fee concession for distance education courses.
A senior syndicate member said the decision was unilateral and without any stated reason. "Instead of seeking permission from the syndicate, vice-chancellor R Thandavan informed the syndicate about the decision by an advisory committee," he said. Incidentally, Thandavan heads the advisory committee of IDE that decides the performance and excellence of the wing.
Former VC G Thiruvasagam said fee concessions, approved by UGC, were introduced as part of a larger social welfare measure and a national plan to increase GER from 18.1% to 25.2% by 2017. "It is the responsibility of a state university to strengthen the public education network. It was one of the measures to make higher education more accessible to weaker sections. The idea of giving fee concession for differently abled, prisoners, women and similar categories was implemented as per a a UGC directive to improve GER," he said.
VC Thandavan was not available for comment.
In Tamil Nadu, lakhs of students pursue correspondence courses from Indira Gandhi National Open University, Annamalai University, Madurai Kamaraj University, University of Madras and Alagappa University.
Academics said the decision is ironical at a time when the state government has prioritized the challenge of improving gross enrollment rate.

Education for all Indian students opting for open online courses

BANGALORE: A large number of Indian students are accessing Ivy League content through Massive Online Open Course (MOOC) that provides free access to best-in-class education taught by faculty at top universities.top universities like Stanford, Harvard, Massachusetts Institute of Technology (MIT) for free.

Microsoft Research India has rolled out a pilot project with Visvesvaraya Technological University (VTU) for a MOOC-like experiment blending online education with classroom learning. As part of its Massively Empowered Classroom project, Microsoft Research is offering free online certification on algorithm, design and analysis (ADA) for engineering students.
Two thousand students across 27 engineering colleges have enrolled for the semester-long programme so far. "The recent excitement for MOOC is subtle and obvious. Technology has made students the centre of learning as opposed to constrained by a classroom," said P Anandan, MD of Microsoft Research India. The course offers video lectures, online quizzes and tests at the end of each topic. Top ten students will get an opportunity to intern at Microsoft Research besides getting a certification from them.
A clutch of startups like Coursera, Udacity and Khan Academy provide new ways to connect, collaborate and share information leading to new-age pedagogy. US-based Coursera founded by computer science professors -- Andrew Ng and Daphne Koller from Stanford University -- offers over 300 courses from 20 categories including engineering, humanities, medicine and mathematics created by 62 varsities from 16 countries.
"MOOCs can be a great way to supplement formal higher education as well as to gain cross-functional knowledge. It opens up access to quality content thereby democratising higher education. over 3 lakh Indian students have enrolled to MOOCs in the last few months," said Antony Alex, CEO of Rainmaker, test management company focused on the legal ecosystem.
With an estimated 150 million people in the age group of 18-23 years, the educational sector offers one of the most attractive, yet highly complex market for the private and foreign players, said a recent Deloitte report. Currently, the government spends around 3.8% of its GDP on education. Less than 1% of the $38 billion of the government spend on education was towards capital expenditure in 2008-09, it said.
However, many educationists feel MOOC will transform the way higher education is delivered in the country. "We expect to see more partnerships between MOOC providers and Indian universities wherein MOOC courses are integrated with existing Indian courses in a "flipped classroom" framework, for both on-campus as well as distance learning programmes," said Raj Chakrabarti, professor of systems engineering in Carnegie Mellon University. He and his colleague Anisha Ghosh have started The Academic Financial Trading Platform (AFTP), the MOOC platform dedicated exclusively to business education.
Last November, AFTP launched its first course -- investment analysis. Professor Christian Julliard of the London School of Economics is teaching AFTP's second course - Macroeconomics, which launches in June 2013.
Chakrabarti says that Indian students can leverage on MOOC to stay competitive. "Given the limited capacity of seats at top US and Indian universities, these features enhance the competitive edge of Indian students in the global job market and improves their chances of admission to top US and European colleges and graduate schools," he added.
